EU Amended Anti - dumping Duties on Certain Chinese Iron or Steel Fasteners
The EU released an amended report on October 4 2012 that the original regulations (no. 91/2009) regulating the anti-dumping measures on certain iron and steel fasteners originating in China will be amended.
On July 28, 2011, the Deputy Settlement Body of World Trade Organization (WTO) considered that the initial regulations were not consistent with those listed in the WTO agreements regarding anti-dumping measures. Products concerned include certain iron or steel fasteners (excluding stainless steel fasteners), wood screws (excluding coach screws), self-tapping screws, other screws or bolts with heads (whether or not with nuts or washers, excluding those screws turned from bars, rods, steel wires with the thickness less than 6mm, and excluding those used for fitting track rails structure), or with CN Codes falling in 7318 12 90, 7318 14 91, 7318 14 99, 7318 15 59, 7318 15 69, 7318 15 81, 7318 15 89, ex 7318 1590, ex 7318 21 00, ex 7318 22 00.
Most representative fastener exporting manufacturers (non-traders) were also requested to submit necessary info for the investigation, while some other fastener exporting manufacturers from China also actively joined in the investigation in exchange for the exemption from the anti-dumping duties or lower anti-dumping duties.
The dumping margin was the calculating result of the comparison of the weighted average normal value with the weighted average export price. With the new calculating result, the dumping margins of the manufacturers affected have to be readjusted. The duties for most of the companies dropped from 85% to 74.1% while for some other representative companies duties would fall within 0.0%-69.7%. The amended regulations have been in force after the official journal of the EU was publicly announced on October 4, 2012.
